    1. source identification - identify where water is coming from; perform
      delineation of area
    2. Assess risks – what are the risks, identify and catalogue and assess
      recharge area
    3. Management and protection – what is to be done to reduce risks
        • recharge areas
        • ways to enhance infiltration
        • roof top drainage;
        • rain gardens;
        • disconnect downspouts to sewer system;
        • reduce contaminates from parking lots

      3. overlay zoning
      4. regulatory Inspection/permitting program
