Matthew Lapinsky, Director of Public Works

Mr. Lapinsky has been employed by the City since April 2006. He graduated from Penn State University with a Bachelor of Science in Engineering and from Frostburg University with a Master of Science in Business Administration. He has been a registered Professional Engineer for over twenty-six years. His awards include the Department of the Army Superior Civilian Service Award and the 2011 William F. Eckman Decision Maker of the Year Award.

Purpose: To review new development plans for adherence to City Code and provide engineering support for the maintenance of the City’s infrastructure.
Also provides engineering support for the APG contract as necessary.

Purpose: To provide the City of Aberdeen with high quality potable drinking water and treat waste water in accord with all environmental regulations.

Environmental/Safety Division

Purpose: The Environmental Department is focused on providing timely and quality curbside collection of solid waste and recyclables for city residents, managing the municipal separate storm sewer system (MS4) program, and safety management for the City of Aberdeen and the APG contract.

Additional separate recycling services include curbside collection of: computers, televisions, electronics, cell phones and metal.
