Mayor Michael E. Bennett

Mayor Bennett

Mayor Michael E. Bennett was born, May 26, 1948 in Madison, Indiana.  He moved to Aberdeen in 1958 with his family.  He graduated from Aberdeen High School in 1966 and went to work with the Aberdeen Police Department as a police dispatcher.  He was drafted into the U.S. Army in March of 1968 and served a tour of duty in Viet Nam as an Air Traffic Controller.  Mayor Bennett is a retired Lieutenant, Maryland State Police having served for 31 years.  He continues to serve the Maryland State Police as the civilian Director of the Electronic Systems Division.  Mayor Bennett is starting his 38th year with the Maryland State Police.  Mayor Bennett is a life member of the Aberdeen Fire Department, having served since 1964.  He is a former Fire Chief and President of that department.

     Mayor Bennett lives with his wife, Elaine on N. Rogers Street and they have one daughter, Michele, who resides in Atlanta, Georgia.  Mayor Bennett holds a Bachelor of Applied Science degree in Electronic Engineering Technology from Siena Heights University, Adrian, Michigan.  He has served the City of Aberdeen as a member of the Board of Zoning Appeals and is the liaison to the Economic Development Commission of the City.  Mayor Bennett also serves as the Co-Chair of the Local Government Service Committee to the BRAC Sub-Cabinet chaired by Lt. Governor Anthony Brown.

Council President Ruth Elliott

Ruth ElliottCouncil President Ruth Elizabeth Elliott was born in Aberdeen. She is the daughter of Nelson J. and Jessie E. Farrell also natives of Aberdeen. Her father worked for the town of Aberdeen for 45 years. She graduated from Aberdeen High School. Attended Harford Community College and the University of Delaware. She is married to Robert Elliott who is a life-long resident of Aberdeen. They have four (4) children; Pamela Jean, Robert Jr., Larry Nelson and Gary Allen, (twins). She also has seven (7) grandchildren and 2 great-grandsons. She worked at the Aberdeen Proving Grounds and retired from there after 32 years service. She was first elected to the Aberdeen Board of Commissioners (our governing body) in 1982. She was the first woman ever to serve on the Board since Aberdeen's incorporation in 1882. She served for five (5) consecutive terms (1982-1992). When the Aberdeen Charter was changed in 1992 to a Mayor and Council form of government, she ran for the Mayor position (1992-1994) and became the first elected Mayor of Aberdeen. In November 2005 she returned to the political arena by winning a seat on the Aberdeen Council. She is currently serving as Aberdeen's Liaison to the Senior Center Advisory Board, the Heritage Trust Committee, and the Ripken Stadium Management Board.

Councilman Michael Hiob

Michael HiobCouncilman Michael "Mike" Hiob was born January 14,1959, at Harford Memorial Hospital. Mr. Hiob is a lifelong resident of Aberdeen. He resides on Graceford Drive in Burkley Manor with his wife, Barb and two children, Adam and Hannah. Councilman Hiob attended St. Joan of Arc Elementary School, graduated from Aberdeen High School (Class of 1977), and attended Harford Community College. For ten years he was employed by Dynamic Science, Inc. as an Engineering Technician at Aberdeen Proving Ground. Since 1990, Councilman Hiob has been employed by Harford County Government as an Environmental Enforcement Inspector. Mr. Hiob is a member of Friends of Harford, The New Harford Democratic Club, a charter member of the Aberdeen Recycling Committee, a 2004 graduate of the Harford Leadership Academy, and a 2005 graduate of the Maryland Municipal League Excellence in Governance. Council President Hiob was elected in November 2003 and is serving his second term on the City Council. He was appointed by the Mayor to serve as council liaison to the Fire Department, the Planning & Zoning Commission, the Appearance & Preservation Committee, and the Tree Committee.

Councilman Ronald Kupferman

Ronald KupfermanCouncilman Ronald Kupferman was born June 20, 1940 in Bronx New York. He graduated from Aberdeen High School in 1958 and served in the National Guard from 1960 to 1966. His professional career started in 1963 when he went to work for American Cyanamid in Aberdeen, he retired in 1993. In 1993 he worked in the Insurance business for Prudential and worked with The Nichols Group. 1997 - 2002 Councilman Kupferman served as Director for the City of Have de Grace Chamber of Commerce.

Councilman Kupferman resides in Aberdeen with his wife Ingrid, they have been married 40 years. Councilman Kupferman was first elected in 1978 and served ten two-year terms , five as President of the Board (Mayor), he is now in his 12th term. He was inducted into the Maryland Municipal League Hall of Fame for elected officials. His civic affiliations include the Aberdeen Lions Cub (1985), Aberdeen Rotary Club (1986). as well as several other local civic organizations. In 1998, he graduated from the Harford County Leadership Academy. As Councilman, he serves as liaison to the Harford County Boys & Girls Club, the Aberdeen Chamber of Commerce, the Personnel Advisory Board, and Ripken Museum.

Councilwoman Ruth Ann Young

no photo availableCouncilwoman Ruth Ann Young resides in Aberdeen with her husband, William. They have been married for forty-five years and have a daughter, Elizabeth. Councilwoman Young graduated from Lycoming College with a Bachelor’s Degree in Psychology, Johns Hopkins University with a Master’s Degree in Counseling, and received a Certificate of Advanced Study in Counseling and Therapy from Johns Hopkins University in 1990. Her career includes two years as a teacher at Campbell Central School in Campbell, New York, four years as a teacher in the Harford County Public Schools, as well as twenty-seven years as a guidance counselor in the Harford County Public Schools before retiring in 2000. She has been recognized by Who’s Who in the East (1979-1980), Who’s Who among Human Services Professionals (1986-1987), and the Army Communities Excellence (ACOE) Award (1996). She has been a member of the Harford County Citizen Advisory Budget Committee (2005-2007), Blue Ribbon Annex Committee (2007), APG Restoration Board (2002 to present), Aberdeen Lion’s Club, and Harbor of Grace Chapter Daughter’s of the American Revolution. She is serving as council liaison for the Appearance and Preservation Committee.
