Aberdeen, Maryland operates under the Council-Manager form of government. The Mayor and Council, elected by non-partisan vote, set policy and appoint a city manager to supervise the implementation of their policies.
Aberdeen's governing body is composed of five members, a mayor and four council members, who are elected at large for two-year terms in November. The Council, in addition to appointing the city manager, appoints the department heads. All serve at the pleasure of the Council. The Mayor and Council meetings are held the second and fourth Mondays of each month. All meetings are open to the public. Minutes of all council proceedings are available to the public online or during regular city hall business hours.Council meetings are conducted by the City Council's "Rules of Procedure."
